To an extent. Because of our close tie with Hofo, we have an advantage and ability to track "security risks" found on Hofo. If we feel a need to preblock an IP from joining due to serious infractions on Hofo, I won't hesitate to block it here to protect our users.

It's spamming because the Hofo mods told them not to do it. They were warned several times.
